A newspaper reporter (David Dukes) is marked for assassination for his investigation into what happened to some army helicopters that were mysteriously shot down. However, the assassin (Kristy Swanson) cannot pull the trigger when she sees him with his daughter. She then teams up with him to fight the mercenaries (led by Michael Madsen) that are after him.

Cody, a boy from Mugwomp Flats responds to a distress call about a trapped giant Golden Eagle called Marahute. Freeing her, he gains a close friendship with the bird. However, Cody is soon abducted by the murderous poacher, Percival McLeach, who is after that bird which is of a highly endangered species and therefore an extremely profitable quarry.

The gangster Nino has a gang who call themselves Cash Money Brothers. They get into the crack business and not before long they make a million every week. A cop, Scotty, is after them. He tries to get into the gang by letting an ex-drug addict infiltrate them, but the trial fails miserably. The only thing that remains is that Scotty himself becomes a drug pusher.
